BYLAWS
ARTICLE I - NAME AND POLICY
The name of this caucus shall be the
Disability Issues Caucus of the Young Democrats of America
(herein referred to as the DICYDA). This caucus shall
operate in conformity with the Charter and Rules of
the Young Democrats of America (herein referred to as
the YDA). The purpose of this caucus shall be to promote
the involvement of young individuals with disabilities
in the political process; to promote efforts to make
the political process more inclusive and more effective
at all levels; to provide a forum for the discussion
of and advocacy on issues concerning individuals with
disabilities; and to support individuals with disabilities
who live up to the principles of the DICYDA, the YDA,
and the Democratic party.
ARTICLE II - MEMBERSHIP
Voting membership in the DICYDA shall
be open to all individuals with disabilities, relatives
of individuals with disabilities, and advocates for
individuals with disabilities who are registered members
with their local Young Democrats organization and the
YDA.
ARTICLE III - ELECTION OF OFFICERS
There shall be four officers of the
DICYDA, namely a Chair, Vice Chair, Secretary, and Treasurer.
DICYDA Chair, Vice Chair, Secretary, and Treasurer will
be elected by a majority of the votes cast at a National
Convention Caucus. All officers must be eligible to
be voting members, and the Chair and Vice Chair must
be individuals with disabilities.
ARTICLE IV - POWERS AND DUTIES OF THE
OFFICERS
A. The Chair shall be the Chair
of the Executive Board and all meetings of the DICYDA.
The Chair will have the authority to call any meeting
deemed necessary, giving at least (20) days written
notice. Meeting notices for National Committee meetings
and the National Convention shall be deemed sufficient
notice for DICYDA meetings to occur at these events.
The Chair shall be the official spokesperson for the
DICYDA, official liaison between the DICYDA and the
YDA Executive Committee, and coordinate the activities
of the DICYDA.
B. The Vice Chair shall be responsible
for Special Projects of the DICYDA and shall serve as
Chair in the absence of the Chair. If a vacancy occurs
in the Chair, the Vice Chair shall become Chair.
C. The Secretary shall be responsible
for mailings including of minutes and meeting notices
when required, taking minutes, and issuing correspondence
at the direction of the Chair and Executive Committee.
D. The Treasurer shall maintain
the financial record of the DICYDA.
ARTICLE V - EXECUTIVE COMMITTEE
A. The membership of the DICYDA
Executive Committee shall be the four elected officers.
B. The Executive Committee will
meet in conjunction with the YDA National Committee.
ARTICLE VI - PARLIAMENTARY AUTHORITY
The latest edition of Robert's Rules
of Order shall govern all proceedings except when inconsistent
with the bylaws and charter of the DICYDA and the YDA.
ARTICLE VII - AMENDMENTS
These bylaws may be amended by a vote
of the majority of the members of the caucus present
at the National Convention. These bylaws may also be
amended by a vote of 75% of the Executive Committee
provided that at least twenty (20) days written notice
of the meeting and any proposed amendment has been given
to all members of the Executive Committee. An amendment
passed by the Executive Committee shall expire and be
null and void at the adjournment of the next National
Convention unless confirmed by a majority of members
of the caucus present at the National Convention. Amendments
of the Executive Committee must be approved at the National
Convention prior to the election of officers. Any amendment
not approved shall be null and void.
ARTICLE VIII - ADOPTION
These bylaws were approved as amended
July 24, 1998.
